Kalamazoo city officials realized last year that they faced a projected 6 million dollar budget deficit in 2013, they dangled an early retirement offer before eligible employees. They hoped 80 would take the bait. When 219 of them accepted the offer, officials put together a 159-page plan. It is designed to coordinate the exiting staff, the need for 129 new workers to fill some of those positions, and sustaining city services.

Kalamazoo County has been its administrator here for more than 30 years. But when the feds opted to not automatically renew the county’s contract, it opened discussion on what organization should take over Head Start operations.
